Bengal Monitor Lizard rescued

ITANAGAR, June 27: A Bengal Monitor lizard (Varanus bengalensis), an endangered animal listed in Schedule-I of Wildlife Protection Act, 1972 has been rescued from the residential area of Senki Park, Colony, Itanagar by Chopa Cheda, a resident of the area. He has handed over the reptile to the Curator of Biological Park here for treatment and further rehabilitation.

Apart from his own profession, Chopa Cheda is a wildlife lover and he has encouraged the people in his own way to save wildlife and the biodiversity.

 

Training program on IPM of Rice

ITANAGAR, June 27: In line with the government’s plan to make Arunachal Pradesh an “Organic state”, KVK Upper Siang Geku has conducted a series of training program on ‘Integrated Pest Management of Rice’ in different villages of Geku circle prior to transplanting of paddy in the main field.

The whole programme is coordinated by Dr. Tasso Tabin, SMS (PP) and assisted by Dr. J K Singh SMS (A.Sc) and Indrajit Barman, SMS (AE).

Panchayat members and farmers of Kumku, Ramku, Sika Dine and Peram requested the KVK team to conduct more programs.

 

HRA castigates AAPSU over bandh call

ITANAGAR, June 27: Human Right of Arunchal (HRA) has criticized the All Arunachal Pradesh Students’ Union for calling bandh at Capital on Wednesday. HRA said that bandh call is not a solution to any grievances and AAPSU need to discuss with the state government to sort out their issues. It said that bandh call not only affect common people but also hampered the development.

 

BJP team in Nagaland

ITANAGAR, June 27:  A team of Bharatiya Janata Party; Arunachal Pradesh has reached Dimapur in first leg of its goodwill mission to the 8 North Eastern States. They will attend a joint Party with their Nagaland counterpart on June 28.

The team consisting of 11 MLAs, State Office Bearers and frontal wings chiefs is being led by State President Tai Tagak and legislature party leader Tamiyo Taga.

ITANAGAR, June 27: The Itanagar Parmanent Branch of Gauhati High Court has declared June 30 and July 1 as holidays.

Meanwhile, it declared August 2 and September 6 as working days in lieu of the above holidays.

 

ALWS seeks apology from Capital SDPO

ITANAGAR, June 27: In line with AAPSU and its fiasco with the state government, the All Liyak Welfare Society (ALWS) has condemned the assault on AAPSU president Kamta Lapung and has sought apology from Capital SDPO blaming him for the assault. It also sought termination of the officer.

 

KWS demands early activation of mobile tower

ITANAGAR, June 27: Kara Welfare Society (KWS) has urged the Bharat Sanchar Nigam Limited (BSNL) authority to bring Baririjo under its network coverage by immediately activating the mobile tower.

While urging the newly elected MLA Paknga Bage to pursue the matter with the BSNL authority, the Society hoped the first-time MLA will also take up the matter of maintenance of Maro- Baririjo road considered as lifeline of people of the area with the PWD minister.

The society said that restoration of APST bus service to Baririjo was the result of persistent persuasion of the MLA for which he deserves appreciation from all.

 

CDFC appeals orgs not to call bandh during Dree festival

ZIRO, June 27:  The Central Dree Festival Committee (CDFC), Ziro has appealed to various NGOs, associations, unions etc. to not propose any bandh call during July 1 to seven for smooth celebration of Dree--one of the important festivals of Apatani community.

Informing that celebration of Dree at Ziro and Capital Complex normally begins with inauguration of food festival and sale cum exhibition of traditional dresses, ornaments, handicrafts etc on July 1 and lass until July 6, the Central Dree Festival Committee in a release said that any bandh call during that period will hamper the smooth celebration of the festival.

 

Dr. Pandey honoured as Fellow of ISVS

ITANAGAR, June 27: Dr. AK Pandey has been honoured as Fellow of Indian Society of Vegetable Science (ISVS) in the 32nd Annual Group Meeting of All India Coordinated Research Project on Vegetable Crops at Swami Vivekananda Auditorium, IGKV, Raipur on June 25.

The prolific writer and renowned vegetable scientist Dr. Pandey, is presently working as Dean of College of Horticulture and Forestry, Central Agricultural University, Pasighat. He has contributed a number of research articles in national and international journals, represented national and international seminar and conference, published books, articles etc in the field of vegetable and its allied sciences.

Dr. Pandey has been conferred with several award and honoured for his significant contribution. He has achieved five time  times Rajbasha Puraskar, Young Scientist Award and Distinguished Scientific Authorship Award in addition to above.

Dr. Kirti Singh, Chief Patron of the society, Dr. G. Kalloo, Patron and Immediate Past President, Dr. D.P.Ray, President, Dr. Prakash S. Naik, Secretary, and Dr. B.Singh, Joint Secretary, congratulated Dr. Pandey for his achievement.

 

NSCN-K cadre surrenders

CHANGLANG, June 27: A NSCN-K female cadre of Songku Havi village under Khimiyong circle of Changlang district officially surrendered at Changlang Police Station today.

The cadre was forcibly picked up by NSCN-K with two other girls from Changlang Town in 2010 and imparted training in NSCN-K camp in Myanmar.

The cadre left the camp and arrived at her Village in year 2013 and remained at her house with intention of not returning back to the organization.

The Changlang Police approached her to surrender before Police since she has not been indulged in any or nefarious activities of the organization actively. After successful persuasion, the cadre decided to surrender before the Police.

The said cadre is being further interrogated to check her involvement in any criminal activities.

Police is hopeful that many more such misguided youth who have been forcibly inducted into the organization will be encouraged to surrender before the Police and join the mainstream of the society to live better and peaceful life. DIPRO

 

MACT claimant gets full compensation

CHANGLANG, June 26:  Motor Accident Claim Tribunal (MACT), Changlang has ruled that full compensation be awarded to one Mithu Matcha after her husband’s death in a road accident.

Mithu Matcha had filed a petition under Section 166 of Motor Vehicle Act, 1998 before the Motor Accident Claim Tribunal, Changlang at Changlang, on the account of fatal injuries sustained by her husband in the vehicular accident which took place on January 04, 2010 at 17 mile Jairampur in which her husband Singlat Matcha died on the spot.

Presided over by Chanchal Yadav, DC-cum-Member, Motor Accident Claim Tribunal, Changlang the case was decided on  Sept 16, 2013 where the claimant was awarded compensation claimed in full plus interest as per admissibility.

The Member, MACT has disposed six more cases of Changlang recently in which the claimants were awarded full compensation. (DIPRO)

ITANAGAR, June 27: Four sets of Steel book racks have been provided to District Library of Tawang by NHPC Limited under its Corporate Social Responsibility scheme. The library was running short of book racks.

NHPC is a Govt. of India enterprise working in the area of Hydroelectric Projects in Jang & Lumla area of Tawang district.

 

Lawmakers take note of problems

ITANAGAR, June 27: The lawmakers of East Kameng District after a threadbare discussion on the chronic power and water crisis of the district in a meeting here on Thursday have decided to move the chief minister to seek projects on priority to tackle the menace.

The lawmakers including principal adviser to the CM, Kameng Dolo, RWD Minister Kumar Waii, Parliamentary Secretaries Tapuk Taku (Tax & Excise), Karya Bagang (Fisheries) and Mama Natung (tourism) were unanimous that the under developed district was yet to receive the due attention of the State Government which alone could bring it at par with other developed districts.

The meeting also discussed the law and order situation of the district besides bringing mass awareness on the hygienic living by involving the panchayat leaders so that no section of the society is left behind.

It was decided to move the government through a written appeal on behalf of the people of the district for immediate redressal.

 

STS starts Gensi – Itanagar bus service

AALO, June 27: Arunachal Pradesh State Transport Services (STS) has introduced a new bus service from Gensi to Itanagar today.

Flagging off the bus service at Naharlagun, STS General Manager Abu Tayeng appealed to the public to extend cooperation to the department to fulfill the twin objectives of providing transport service and generating revenue for the Government.

The bus will run thrice a week from Gensi to Itanagar, Station Superintendent, State Transport Services Aalo informed. He appealed to the public to avoid boarding on roof of the bus and other nuisances that may create problem in regular operation of the bus service.

NHPC to start smart classes

Gerukamukh, June 27: Reiterating NHPC’s commitment towards bringing socio-economic development of its project vicinity, Executive Director of Subansiri Lower Project, Rakesh announced that ‘Smart Classes’ shall be introduced very soon for Kendriya Vidhyalaya NHPC Gerukamukh which shall enable the students sitting in this remote area to obtain quality education at par with the students of any metropolitan city. The Executive Director was of the opinion that quality education, to a large extent, can bridge the gap between the developed and under- developed societies and with this philosophy NHPC Subansiri Project has been marching ahead  to provide better education to the less privileged societies.

He was speaking during the inaugural function of Class 11th Science Stream of Kendriya Vidhyalaya NHPC Gerukamukh.

He made special mention of NHPC’s endeavour in setting up the Vivekananda Kendriya Vidhyalaya in Kolaptukar area of Arunachal Pradesh and construction of more than ten school buildings in Dhemaji  and Lakhimpur districts of Assam, besides providing scholarships   to 579 students from project vicinity.

Speaking on the occasion, Harjinder Kaur, Principal of the Kendriya Vidhyalaya thanked NHPC management for constant monitoring of the school and showing keen interest in the education sector.

 

Parliamentary secretary visits washed out irrigation channels at Likor

YINGKIONG, June 27:  The Parliamentary Secretary PWD Alo Libang accompanied by ZPM Bading Teng, EAC Adong Pertin, EE(PWD),  DIPRO, AE(PHE) Tuting, PRI Members, GBs of Likor village conducted a spot visit and survey of the recently washed out irrigation channels of Siku stream recently.

The two channels for Kumkong and Libom WRC paddy fields of Likor village under Tuting sub-division were washed out during incessant and heavy rains occurred on May15  last by the turbulent and strong overflow of the Siku stream.

Due to damage of irrigation cannels the farmers of Likor village could not carry out the WRC activities.

Responding to the villagers, PRI members and GBs of the village Libang announced an amount of Rs. 5 lakhs from his MLALAD fund for immediate relief and restoration works. He also instructed EE, WRD to prepare estimate and start the work at earliest.

Meanwhile AE(PHE) Tuting sub-division informed that the department has already provided GI pipes to restore the damaged water supply line.

Earlier, the officials of WRD and agriculture department also visited and conducted the spot physical survey and verification for future course of action. DIPRO

 

State level girls’ convention concludes

ITANAGAR, June 27: The 3-day state level girls’ convention held at Khonsa under the aegis of SSA Rajya Mission, Itanagar concluded on 27th June with attractive cultural programmes and prize distribution.

Speaking as chief guest at the valedictory function, Tirap Deputy Commissioner Kamlesh Kumar Joshi lauded the great effort of the organizers and urged them to conduct more such beneficial programmes for the girls.

He told the participants that he was happy to know about the written communication skills of the girls but said that the students needed to work harder on their oral communication skills for which they needed more practice.

The DC was impressed by the essays and the paintings. PK Lombi, State Project Officer, SSA, in her briefing appreciated the teachers and the students for their active participation and their wonderful performances in various competitions held during the 3-day programme.

More than 100 students from different schools participated in literary, cultural, drawing, painting and sports competitions. The former Voice of Arunachal and Senior Teacher of English, Borduria HS School, Sanwang Hosai enthralled the large gathering with his rendition of a Hindi song. Demand for ouster of SDPO grows louder; Govt assures to constitute a panel

ITANAGAR, June 27: The chorus for ouster of SDPO Bomge Kamduk grows louder as many community based and district students unions today joined with All Arunachal Pradesh Students’ Union (AAPSU)’s protest march demanding removal of SDPO for his alleged assault on AAPSU president Kamta Lapung. The protest rally was started from Akasdeep at Ganga and culminated at Niti Vihar. Agitated protestors shouted slogan against Tuki-led government and demanded immediate release of Kamta Lapung who is under judicial custody. The agitators were, howevever, halted forcefully at Niti Vihar junction by security forces.  Earlier, a team of AAPSU representative led by general secretary Biru Nasi along with other students’ organizations representatives including ANSU president Byabang Joram met Home Minister Tanga Byaling at his official resident and submitted a two point memorandum demanding immediate release of Lapung from the judicial remand and termination of SDPO Bomge Kamduk.

AAPSU GS alleged that police department has attempted to frame charges against Lapung after inflicted him grievous head injury. He also demanded immediate suspension of SDPO for free and fair enquiry.

Responding to the memorandum Home Minister Tanga Byaling made it clear that govt cannot interfere in the court  procedure for bailing out the arrested president.  He added that judiciary cannot be encroached upon by the government.  On SDPO Kamduk, Byaling assured to constitute a committee to enquire into the whole episode. The government also agreed to suspend SDPO temporarily till the filing of committee report. Byaling further added  that the government needs to see the both side of coins before coming to any conclusion.

The government Spokesperson Bamang Felix assured that government would look into the every issue raised by the union; however, he said no one would be victimized. Felix appealed to the AAPSU members to cooperate with the government saying that bandh call is not only hampering the development process but also making  the admission process of the students difficult during peak hours.

Meanwhile AAPSU president Kamta Lapung was  granted bail by the  court of  chief judicial magistrate. Lapung is currently undergoing treatment at RK Mission Hospital here.

 

 

PM assures full support to Arunachal

NEW DELHI, June 27: Prime Minister Narendra Modi today assured full support to the  Arunachal Government saying that it would be the endeavour of his Government to promote an investment friendly environment for the benefit of the state. This assurance came when the  Chief Minister Nabam Tuki called on the Prime Minister here at New Delhi.

The Prime Minister also laid stress on the development of horticulture in  Arunachal Pradesh with special reference to the potential of harnessing herbal and medicinal plants.

“I got a positive response from the Prime Minister and look forward to the Centre’s support in the days ahead. The PM has also consented to visit the state after Diwali this year,” a visibly satisfied Chief Minister said after submitting a detailed Memorandum  to the  PM highlighting various development issues which need necessary support from the Central Govt.

After a one-on-one meeting with the Prime Minister which lasted over thirty minutes, Tuki said that the issues covered in the Memorandum with due support of the Centre would not only ensure holistic development but would also meet the collective aspirations of the people of Arunachal Pradesh.

Tuki while underlining the importance of sustainably harnessing the Hydropower potential of the state mentioned that the total share of state equity requirement of the state is to the tune of Rs. 13000 crore spread over a period of ten years. In this regard, he appealed for a short term equity requirement from the Central Government of Rs. 8875 crore for the period 2015-16 to 2019-20 to cater to eight major projects which are at advanced stages of implementation.

While reiterating the importance of developing the sector in the long term interests of the state, he appealed for Centre’s help for better road connectivity to hydropower project locations, fast tracking of project clearances and comprehensive grid for power evacuation, among others. He also called for early resolution of the impasse leading to the stalling of work related to the 2000 MW lower Subansiri project by seeking the intervention of the Centre to bring all the stakeholders to the discussion table.  

The Chief Minister apprised Modi about the fiscal challenges faced by the state because of the gap in the NPRDG (Non Plan Revenue Deficit Grant) recommended by the 13th Finance Commission and the actual expenditure. He requested Modi to consider a Fiscal Stimulus Package to overcome this gap of Rs.6799 Crores. He also requested a Debt Relief Package of Rs. 3813 Crores and the release of pending TFC Grant of Rs. 775.18 Crores.

The Prime Minister agreed to provide a domestic window for funding of infrastructure projects in lieu of Externally Aided funding from agencies like World Bank and Asian Development Bank (ADB). The Chief Minister had especially mentioned two projects for the purpose namely Integrated Flood and River bank erosion management in 6 river basins for Rs 557.00 Crore and Urban Infrastructure up gradation of Capital Complex under NERUDP (Phase – II) for Rs 1213.53 Crore.

Tuki further briefed the PM on the status of the projects under PM Package. He discussed about the pending projects and called for inclusion of the estimated Rs.346.15 Crore in this years’ budget for construction of the Greenfield Airport at Holongi. He also discussed the Trans Arunachal Highways, Advanced Landing Grounds (ALGs), Connectivity to 513 habitations to border areas, among others.

With the broader objective of increasing the outreach of basic and essential services to the remotest corners of the state, Tuki stressed on the Development of Border Areas and appealed for expediting the three projects of Connecting unconnected Administrative Centres, Providing Drinking Water Facilities in Border Blocks and Construction of Porter Tracks, Log Bridges and Foot Suspension Bridges in Border Areas. These project proposals have already been submitted by the State Government. He also sought a Special Maintenance Grant for Border Roads which are vulnerable to damages throughout the year due to difficult geographic and climatic conditions. He also sought the Centre’s help for a Mission Mode project on increasing tele-density especially to facilitate connectivity in the border areas of the state and for revising the guidelines of Flagship Schemes such as PMGSY and others based on unique local conditions.  

In accordance with the Prime Minister’s vision for realizing the urbanization potential of the country through creation of 100 smart cities, the Chief Minister requested for the setting up of three smart cities in the state in the prospective locations of Holongi, Pasighat and Miao/Jairampur.

While emphasizing the need to establish premier institutions of learning in the State, the CM requested for the setting up of an Indian Institute of Technology (IIT) at Yachuli, Indian Institute of Management (IIM) at Ziro and an All India Institute of Medical Sciences (AIIMs) at Balijan. The Chief Minister called for inclusion of Arunachal Pradesh as one of the 50 tourism circuits in the country as proposed in the President’s speech to the Joint Session of Parliament recently. Tuki also demanded Carbon Bonus as estimated by International Panel on Climate Change (IPCC)  according to which the Arunachal Pradesh forests absorb about 1470 Million Tonnes of carbon dioxide which when monetized amounts to Rs 88200 Crore.

Tuki further stressed on strengthening Indo Bhutan Trade by taking up the Lumla (in Tawang, Arunachal Pradesh) to Tashigang (in Bhutan) road for strengthening the border trades between the two countries. Apart from giving an alternate road for the people of Tawang to reach Guwahati and other parts of the country, this road will facilitate tourism and other economic activities between the two countries, he mentioned. He informed the PM that the Indian portion of road up-to the borders of Bhutan has already been completed and is motorable while a stretch of about 12 Kms on the Bhutan side is to be constructed. He also called for opening up of Pangsau Pass to expand Indo Myanmar trade and bilateral relations.

The Chief Minister outlined the myriad issues of priority areas of his Government like Skill Development, Sports Development, Strengthening institutional capacity in education sector, Agri Mechanisation and Farmer Benefits, Expansion of Social Security, Impetus on trade and commerce with special reference to, Tea, Rubber and Palm Oil Cultivation, Expansion of Healthcare and Health Security, Introduction of SEZs for Pharma and IT Assembly sector, special thrust on Small and Medium Enterprises (SME) Sector, Rural Industrialisation, opening of Coal Mining in the state among others.

Traffic chaos as rain breach NH-52A

ITANAGAR, June 27: The NH 52A has been damaged at various locations between Banderdewa and Itanagar, throwing traffic out of gear. At Banderdewa, the traffic was diverted to Harmutty-Doimukh-Nirjuli instead of the usual route through Karsingsa. Commuters had a harrowing time as they negotiated many portions of the road that has been extensively damaged due to intermittent rain that has been pouring in for the past one week.

About 20 meters portion of the road has been damaged at Karsingsa area where one side of the portion has totally caved. It is matter of time before the road is completely damaged, if the rain is persistent.

The road has also been breached near NERIST at Nirjuli where a large portion of the road is filled with mud water all over making it hard for the vehicles to pass by.

The already damaged road near VV Giri gate at A-sector, Naharlagun, has been furthermore damaged with major portion caving in.

Vehicles were seen stranded on the location till late evening with impatient commuters forming about 7 to 8 lines making it more difficult for the vehicles to move.

3-4 legislators were also seen stranded on the road during evening hours.

“I was stranded for more than three hours and the credit goes to the Capital Administration for turning a blind eye to the roadside construction that had led to the damage in 2009. Otherwise the road was functioning fine till 2009,” said a person frustrated with the wait.

Meanwhile, the traffic police were seen having a tough time managing the unruly traffic.

 

 

Need to control border migration

ITANAGAR, June 27: Arunachal Pradesh, Himachal Pradesh, Jammu & Kashmir and Sikkim need priority attention of the Centre as the migration of the border people to urban areas has been posing a serious threat to nation’s security, Health & Family Welfare Minister Kalikho Pul cautioned.

With development yet to reach the far-flung border areas, the people, particularly youth, serving as sentinel of the border were getting demoralized while there has been mass migration of the border people to urban areas of late leaving India’s Eastern frontier unguarded.

He pointed out that his district bordering China has huge agri-horticulture potentials while interacting with a five-member team of Mumbai-based Xavier’s Institute for Communication Development here Thursday night.

Appreciating the National Agricultural Bank for Rural Development (NABARD) and the National Youth Project (NYP) for their path-breaking initiatives to tap agri-horti potentials to provide a sustainable means of livelihood to the masses, he exhorted them to continue their support with renewed vigour for speedy socio-economic development of the district.

“Tap the vast potential of the border district to make the youth willing partners of nation building which would be true service to the nation”, Pul added.

The team braving the tough terrain, communication disruption and inclement weather returned here on Thursday after four-day tour to Anjaw district on an assignment.  

The energetic team, engaged by NABARD and escorted by NABARD Arunachal Pradesh state branch GM H S Singh and NYP president H P Biswas, visited Hayuliang, Goiliang, Chaglagam and Hawai circles. They interacted with the villagers, particularly the agriculturalists and horticulturists on a mission to shoot a film on the NYP-NABARD success story as a national model.

Biswas and NYP vice president Pradeep Kumar had convinced 22 opium addicts to form two farmers’ club at Goiliang and Kasonglat with the support of NABARD and take up large size cardamom cultivation and other farming activities in 2010.

Their produce was sold for Rs 1.67 crore in 2011-12 with the NYP’s market linkage initiative. The cultivation served as alternate source of livelihood for them to get distracted from opium cultivation, replicated by many in the district - the theme of the documentary for NABARD’s national portal and YouTube.

 

 

Annual review meeting on NRHM

AALO, June 27: The annual review meeting of Natiobnal Rural Helath Mission (NRHM) was West Siang district was held under the chairmanship of Zilla Parishad Chairperson cum Chairman of DHS Executive Committee Yaman Bagra here today.

Addressing the meeting, the ZPC requested the DMO and DFWO to share any proposal to be submitted to the government so that she can also pursue from her side with the higher authority. She agreed to cooperate with the department in such matters in future.

DMO Dr. B Kamki exhorted the new general staff to develop the spirit of work culture. He stressed the need for timely reporting of all relevant data by the BDMs so that it can be sent to the state on time.

Dr K. Ori DFWO cum CEO Executive Committee DHS informed the meeting about introduction of new programmes under NRHM namely WIFS and RBSK. He made presentation on JSSK, BCC/IEC and ASHA Incentive through PowerPoint.

Dental Surgeon Dr Gebi Loya gave a PowerPoint presentation on Rashtriya Bal Swasthya Karyakram (RBSK) while DMEIO Minu Devi on PC/PNDT Act.

DPM Yomto Lollen highlighted the performances so far on M&E, JSY, MCTS, RI, Cold Chain, ASHA activities, SoE etc. He highlighted the performance of all the Health Centre on the basis of their Health Management Information System (HMIS) Report. All the Medical Officer in-charge of CHCs and PHCs of West Siang alongwith their Block Data Manager and Accounts Managers, medical Superintendent, District Health Society attended the meeting. State Govt assures to fulfill demands, says INTUC

ITANAGAR, June 27: The Indian National Trade Union Congress (INTUC) has informed that the state government has assured to fulfill its nine point charter of demand.

It’s demands include timely release of staff salaries of casual/contingency workers, proper release of ACP & MACP of grade ‘C’ and ‘D’ as per govt. norms, implementation of voluntary retirement scheme in favour of ALCs or their regularization, reservation of 50 percent regular post for contingency/casual workers, reservation of 50 percent of job in NEEPCO, NHPC and other projects under Arunachal Pradesh, establishment of labour bachelor barracks in various districts through the labour welfare board, proper instruction of the department work agency for deposit of 1 percent cess to APB&OCWWB, prevention of keeping government labourers as house servants and other purposes and establishment of workers education centre as Itanagar.

Addressing  the mediapersons at Press Club  here this evening, INTUC president Kenkar Yomcha with the memorandum submitted to the chief minister yesterday, appealed all the trade unions to collaborate with them to place their grievances to the state government while saying that the CM had asked them to be the bridge between them and all the trade unions of the state.

He further hoped that the CM will keep his promise by realizing all the genuine demands of the labour class.

Meanwhile, the president of All Arunachal Pradesh Government Department Labour Union (AAPGDLU) Gichik Tabe while calling upon various organizations resorting to bandh calls said, “We do not say that the demands are not genuine but resorting to bandh calls are not the solution as casual labourers are the worst sufferer. Instead, they can opt for dharnas.

“For example, casual labourers with their offices in Itanagar while staying in Naharlagun cannot attend to their duties due of the bandh and then their payments for that day is cut,” he added.

 

 

Three arrested, illicit drugs seized

DAPORIJO, June 27: In a major breakthrough Daporijo police  recently nabbed two girls and a boy from the premises of Daparijo hospital for their alleged involvement in anti-social activities and seized different kind of harmful drugs.

Acting on a tip off regarding alleged anti-social activities taking place in the hospital here a team of police led by Tama Taipodia and Token Dubi, SI under the guidance of OC Anil Kumar Tanti immediately cordoned off the medical premises this week and found a group of 15 miscreants using drugs in surgical ward of the hospital around 11 pm.  The police succeeded to nab two girls and a boy alongwith hazardous drugs from their possession while most of the miscreants fled away. The detained boy is a habitual offender in Daporijo town, sources said.

A case has been registered against all the miscreants in the police station under section 27 NDPS Act and investigation is going on, informed OC.

In another raid conducted in Dugi village area recently the police seized large amount of cannabis (ganja) plants, informed SI T Dubi.  However, it is not known whether the cannabis was planted in large scale for commercial purpose or not.

It may be mentioned here that recently, police have registered many theft cases and also recovered many stolen materials like laptop, mobile  from the passion of the miscreants.

Meanwhile, police department has appealed to general public, NGOs and intellectuals to discourage anti-social activities in the area and cooperate with police in nabbing the miscreants.

 

 

DC for strict and regular monitoring of schemes

ROING, June 27: Lower Dibang Valley Deputy Commissioner Shiv Kumar stressed the need for regular and strict monitoring of all central and state sponsored schemes in the district.

Chairing the Deistrict Level Monitoring Committee (DLMC) here today, Kumara asked the administrative officers both at circle and sub-divisional level to conduct inspection of on going schemes and projects in their respective jurisdiction along with the public representatives and submit the report of the findings within 15 days.

He also instructed them to conduct monthly monitoring committee meeting involving the Panchayat representatives and work departments and submit the report indicating the monthly progress of work. He was of the view that the monitoring after completion of the project will be meaningless as it will be difficult to take corrective measures, if any.

In the sideline of the meeting, Deputy Commissioner asked the EE (Electrical) to make street light provision within the Roing township. He also asked the DMO to post one ANM or Health Assistant at newly upgraded Desali Primary Health Centre and provide sufficient life saving medicines.

The Deputy Commissioner has also given top priority to the streamlining of Public Distribution System (PDS) in the district. He directed the administrative officers and District Food and Civil Supplies Officer (DF&CSO) to make strict and regular monitoring of distribution of PDS items. He instructed the DF&CSO to check illegal and unauthorized selling of kerosene in the market and cautioned that anybody found guilty in management of PDS items and illegal selling of kerosene would be dealt strictly.

He also stressed on proper functioning of all residential and government schools in the district and asked the SSA to discharge duty sincerely.

Zilla Parishad Chairperson Sipi Elapra Linggi requested the Heads of Works Departments to intimate any kind of new schemes and projects taken up by them to the Panchayat leaders too.

Earlier, District Planning Officer M Dirchi requested all the executing agencies to intimate on new schemes or projects before start of the works to the District Planning unit for proper monitoring from the initial stage.

Some of the major on going and to be implemented schemes and projects in the district headquarters are construction of mini-secretariat by PWD, construction of 11 km reinforced concrete cement road in Roing Township by PWD & DUDA, augmentation of drinking water supply in Roing Township by PHED and development of a children park near Middle School, Roing by DUDA.

Zilla Parishad Members Mama Miso, Kaling Pertin, Manga Umpo, Sipa Mena Miuli also took active participation in the meeting. Y Yemling, SDO (Roing), R Perme, SDO (Hunli), BDOs and Administrative Officers were also present in the meeting besides HoDs of various work departments. DIPRO

 

 

CM distributes cheques to poor students

ITANAGAR, June 27: Chief Minister Nabam Tuki has distributed cheques to the students of registered labourers of Arunachal Pradesh Building & Other Constructions Workers Welfare Board (APBOCWWB) pursuing medical and engineering courses under the Board’s educational financial assistance in an impressive function at his office premises here yestrday.

Handing over the cheques to the proud parents, Tuki appreciated APBOCWWB Chairman Nyamar Karbak for introducing the scheme to extend financial assistance to the children of registered workers. He hoped the initiative will give a great relief to the economically poor parents and their children in pursing higher education.

The chief minister asked the workers to register themselves with the Board and avail the benefits being provided by the Board. He also directed Chief Secretary to direct all the departments to comply with the Building and Other Construction Workers’ Welfare Cess Act, 1996 and deposit 1% cess so that the amount collected can be used for welfare of the workers.

Tuki also handed over cheques amounting to Rs 8,82,000 as death and other statutory benefits to more than 114 beneficiaries.

Secretary of the Board S De Sarkar highlighted about the Board and benefits being provided by it to its registered workers.

The recipients of the financial assistance are Bengia Taha and Tamchi Posi from Koloriang, Tagam Mara, Tage Yama and Yage Timba from Daporijo, Moni Angu and Yaken Karlo from Aalo, Taj Kimin from Ziro, Prakash Lama from Changlang, Avinash Panggam from Yingkiong and Chera Bogi from Papum Pare.

The chief minister also flagged off one ambulance each for R K Mission Hospital, Heema Hospital and Women Police Station Itanagar. He also distributed school kits to the orphanage schools.

 

 

Karate players from Arunachal bring glory to country

ITANAGAR, June 27: Five karate players from Arunachal Pradesh representing India at South Asian Karate Championship have won six medals, including four gold bringing glory to the country and the state in particular.

While Sinne Mikhu bagged one gold medal in Senior Men's Team Kumite and one Bronze in Individual Kumite in below 55 kg category, Likha Lej and Raja Yangfo won a gold medal each in Junior Boys below 55kg and Cadet Boys below 57 kg category respectively.

Bamang Yakum bagged one gold medal in Junior Girls below 53 kg category while Yapung Sonam won the Silver in Junior Girls 59 kg category, informed Arunachal Karate Do Association General Secretary L Marik, who was also the Coach of the Indian Team.

The Championship was held in Talkatora Indoor  Stadium, New Delhi from June 24-26.

ASSA win decider for third place

ZIRO, June 27: All Salang Sports Association (ASSA) won the decider for third place against Dusu Nenchang Club (DNC) in the 47th Dree Football Tournament at Subansiri Stadium here today.

The match started on an aggressive note with both the teams creating equal scoring opportunities but failed to score. However, Pura Tara put DNC ahead in 29th minute.

Stung by the first half goal, ASSA changed their game tactics and went all out for attack than defence. The team found the equalizer in 56th minute through Tage Simon (1-1). He again scored in 60th minute (2-1) before Ligang Rido made it 3-1 few minutes later.

DNC's captain Chiging Pullo reduced the margin  to 2-3 by scoring in 76th minutes.

The final will be played between Diibo Sports Club and Sojang Lapang Sports Club on June 29.

Say no to drugs

Anti Narcotics Day was yesterday observed across the state as part of International Day against Drug Abuse and Illicit Trafficking. It was heartening to read reports about active participation of youths from all over the state to mark the day. Drug abuse has become major threat to youth development in Arunachal Pradesh. Districts like Lohit, Dibang Valley, East Siang along with capital complex are the worst victim of drug abuse. Generations of youths have lost their precious life due to drug addiction. For a state like ours where population density is low, the loss of valuable youths to drug addiction is serious cause of concern.

The main reason of increase in number of drug addicts is easy availability of drug items in the open market. It is widely believed that drugs are smuggled into state from neighbouring country Myanmar and also from our neighbouring state Assam. In some districts, opium and marijuana are grown by the local people. Arunachal government has failed to check the smuggling route and also miserably failed to stop people from growing opium and marijuana. The lack of proper de-addiction centre is another major concern. It is important that we give chance to the addicts to reform themselves. Government need to concentrate in this aspect too. NGOs working in de-addiction activities should be encouraged and if needed their advice should be sought by government agencies to fight drug menace.

Encourage musical talent

Dear Editor,  

Arunachal needs to focus on music. We do not lack talents but training.  In every school, from primary level to college level, every musical instruments are provided but it is stored away and are not being used.

Public leaders, school teachers, NGOs, and student union leaders should think over it.

In every school, there should be vocal training as it would be immense pleasure to watch an Arunachalee perform on TV   in programme like Indian idol.   

Every good and talented artist should be encouraged and inspired.

Learned Professors on deputation to Planning Department

Dear Editor,

In response to the letter written by one M. Doye in Readers’ Forum on 24th June 2014 in The Arunachal Times, titled as “Clandestine activities of government employees”, I would like to share my considerate views and opinion on the issue. The idea of bringing learned professors in the Planning Department, Govt. of Arunachal Pradesh was the brain child of Ankur Garg, the then Secretary, Planning, Govt. of Arunachal Pradesh.

During his charismatic and able leadership as Secretary to Planning Department, the Department has reached its peak and earned good reputation. Till date, Directorate of Planning is regarded as the most transparent directorate in the State.

All these are because of the tireless efforts of the then Secretary, Planning, Ankur Garg.

More than 30 candidates from various backgrounds applied to fill-up eight vacant posts of DPOs on deputation which was duly advertised in the media.  

After a thorough verification of the past performances and credibility norms of each candidate, all the learned professors  who applied for the post were selected to the post of DPO on deputation. Since joining these professors have been working honestly and sincerely for the betterment of the Planning Department and the State.

As the Planning Department is the nerve centre of all governmental activities, it is to be manned by sincere, dedicated, qualified and honest officers.

If we take the case of other States, DPOs are generally manned by senior most State or central pool bureaucrats. But the scenario is quite different in our State. The qualification norm required to be a DPO in our State is post graduate degree in Geography, Mathematics, Statistics or Commerce seems to be quite genuine. In view of qualification norms, most of the professors recruited for manning the Department as DPO on deputation are exceptionally qualified, holding the research degrees (Ph.D and M.Phil).

As a District Planning Officer, a DPO has to perform multidimensional tasks of formulating policies, programmes, strategies, implementation, monitoring and evaluation of schemes / projects in the best interest of the State and its people in the spare of developmental activities.

It is also to mention that absorption of employees brought on deputation after due appraisal of their functioning, is not a new thing and permissible within the government norms.

In past, it has been observed that by the same process, appointments were made in various departments like Tax & Excise, Tourism, Rural Development, Panchayati Raj, Trade & Commerce etc. in our State. It is surprising to note, when the Govt. has acted in right direction, why there has been hue and cry for the absorption of DPOs on deputation from College Services? Absorption of the employees brought on deputation is his/her right and it is a normal process.  Therefore, the letter to the Editor as carried in ‘The Arunachal Times’ is highly misleading to the masses and creates unworthy and meaningless controversy. So, in the best interest of the State and the Department, the Directorate of Planning should take initiative to absorb such DPOs on regular basis in the Department. Else the department may go for fresh recruitment through APPSC to maintain access, equity and quality of the personnel and recruitment transparency.

An open letter to ANSU

Dear Editor,

Through your daily, we on behalf of the petty contactors of ST Girls Hostel of Palin Circle under Kurung Kumey District (A.P) would like to draw the kind attention of the All Nyishi Students Union.

As you know villagers have no source of income other then taking up contract work which can be done on community basis in the village.  That is why we decided to construct the Hostel Building on community basis taking every family member as beneficiary.

We the innocent village contractors don’t know whether the Hostel Building has been constructed on the basis of DPR or not. Now, it is understood that the building was constructed without following the norms.

We appreciate the issue taken up by ANSU.

We regret that we questioned the motive of the ANSU.
