HRA castigates AAPSU over bandh call

MACT claimant gets full compensation
CHANGLANG, June 26: Motor Accident Claim Tribunal (MACT), Changlang has ruled that full compensation be awarded to one Mithu Matcha after her husband’s death in a road accident.
Mithu Matcha had filed a petition under Section 166 of Motor Vehicle Act, 1998 before the Motor Accident Claim Tribunal, Changlang at Changlang, on the account of fatal injuries sustained by her husband in the vehicular accident which took place on January 04, 2010 at 17 mile Jairampur in which her husband Singlat Matcha died on the spot.

Lawmakers take note of problems
ITANAGAR, June 27: The lawmakers of East Kameng District after a threadbare discussion on the chronic power and water crisis of the district in a meeting here on Thursday have decided to move the chief minister to seek projects on priority to tackle the menace.
The lawmakers including principal adviser to the CM, Kameng Dolo, RWD Minister Kumar Waii, Parliamentary Secretaries Tapuk Taku (Tax & Excise), Karya Bagang (Fisheries) and Mama Natung (tourism) were unanimous that the under developed district was yet to receive the due attention of the State Government which alone could bring it at par with other developed districts.
The meeting also discussed the law and order situation of the district besides bringing mass awareness on the hygienic living by involving the panchayat leaders so that no section of the society is left behind.
It was decided to move the government through a written appeal on behalf of the people of the district for immediate redressal.
STS starts Gensi – Itanagar bus service
AALO, June 27: Arunachal Pradesh State Transport Services (STS) has introduced a new bus service from Gensi to Itanagar today.
Flagging off the bus service at Naharlagun, STS General Manager Abu Tayeng appealed to the public to extend cooperation to the department to fulfill the twin objectives of providing transport service and generating revenue for the Government.
The bus will run thrice a week from Gensi to Itanagar, Station Superintendent, State Transport Services Aalo informed. He appealed to the public to avoid boarding on roof of the bus and other nuisances that may create problem in regular operation of the bus service.

AAPSU GS alleged that police department has attempted to frame charges against Lapung after inflicted him grievous head injury. He also demanded immediate suspension of SDPO for free and fair enquiry.
Responding to the memorandum Home Minister Tanga Byaling made it clear that govt cannot interfere in the court procedure for bailing out the arrested president. He added that judiciary cannot be encroached upon by the government. On SDPO Kamduk, Byaling assured to constitute a committee to enquire into the whole episode. The government also agreed to suspend SDPO temporarily till the filing of committee report. Byaling further added that the government needs to see the both side of coins before coming to any conclusion.
The government Spokesperson Bamang Felix assured that government would look into the every issue raised by the union; however, he said no one would be victimized. Felix appealed to the AAPSU members to cooperate with the government saying that bandh call is not only hampering the development process but also making the admission process of the students difficult during peak hours.
Meanwhile AAPSU president Kamta Lapung was granted bail by the court of chief judicial magistrate. Lapung is currently undergoing treatment at RK Mission Hospital here.
PM assures full support to Arunachal
NEW DELHI, June 27: Prime Minister Narendra Modi today assured full support to the Arunachal Government saying that it would be the endeavour of his Government to promote an investment friendly environment for the benefit of the state. This assurance came when the Chief Minister Nabam Tuki called on the Prime Minister here at New Delhi.
The Prime Minister also laid stress on the development of horticulture in Arunachal Pradesh with special reference to the potential of harnessing herbal and medicinal plants.
“I got a positive response from the Prime Minister and look forward to the Centre’s support in the days ahead. The PM has also consented to visit the state after Diwali this year,” a visibly satisfied Chief Minister said after submitting a detailed Memorandum to the PM highlighting various development issues which need necessary support from the Central Govt.

He also called for early resolution of the impasse leading to the stalling of work related to the 2000 MW lower Subansiri project by seeking the intervention of the Centre to bring all the stakeholders to the discussion table.
The Chief Minister apprised Modi about the fiscal challenges faced by the state because of the gap in the NPRDG (Non Plan Revenue Deficit Grant) recommended by the 13th Finance Commission and the actual expenditure. He requested Modi to consider a Fiscal Stimulus Package to overcome this gap of Rs.6799 Crores. He also requested a Debt Relief Package of Rs. 3813 Crores and the release of pending TFC Grant of Rs. 775.18 Crores.
The Prime Minister agreed to provide a domestic window for funding of infrastructure projects in lieu of Externally Aided funding from agencies like World Bank and Asian Development Bank (ADB). The Chief Minister had especially mentioned two projects for the purpose namely Integrated Flood and River bank erosion management in 6 river basins for Rs 557.00 Crore and Urban Infrastructure up gradation of Capital Complex under NERUDP (Phase – II) for Rs 1213.53 Crore.
Tuki further briefed the PM on the status of the projects under PM Package. He discussed about the pending projects and called for inclusion of the estimated Rs.346.15 Crore in this years’ budget for construction of the Greenfield Airport at Holongi. He also discussed the Trans Arunachal Highways, Advanced Landing Grounds (ALGs), Connectivity to 513 habitations to border areas, among others.
With the broader objective of increasing the outreach of basic and essential services
to the remotest corners of the state, Tuki stressed on the Development of Border
Areas and appealed for expediting the three projects of Connecting unconnected Administrative
Centres, Providing Drinking Water Facilities in Border Blocks and Construction of
Porter Tracks, Log Bridges and Foot Suspension Bridges in Border Areas. These project
proposals have already been submitted by the State Government. He also sought a Special
Maintenance Grant for Border Roads which are vulnerable to damages throughout the

In accordance with the Prime Minister’s vision for realizing the urbanization potential of the country through creation of 100 smart cities, the Chief Minister requested for the setting up of three smart cities in the state in the prospective locations of Holongi, Pasighat and Miao/Jairampur.
While emphasizing the need to establish premier institutions of learning in the State, the CM requested for the setting up of an Indian Institute of Technology (IIT) at Yachuli, Indian Institute of Management (IIM) at Ziro and an All India Institute of Medical Sciences (AIIMs) at Balijan. The Chief Minister called for inclusion of Arunachal Pradesh as one of the 50 tourism circuits in the country as proposed in the President’s speech to the Joint Session of Parliament recently. Tuki also demanded Carbon Bonus as estimated by International Panel on Climate Change (IPCC) according to which the Arunachal Pradesh forests absorb about 1470 Million Tonnes of carbon dioxide which when monetized amounts to Rs 88200 Crore.

About 20 meters portion of the road has been damaged at Karsingsa area where one side of the portion has totally caved. It is matter of time before the road is completely damaged, if the rain is persistent.
The road has also been breached near NERIST at Nirjuli where a large portion of the road is filled with mud water all over making it hard for the vehicles to pass by.

State Govt assures to fulfill demands, says INTUC

ITANAGAR, June 27: The Indian National Trade Union Congress (INTUC) has informed that the state government has assured to fulfill its nine point charter of demand.
It’s demands include timely release of staff salaries of casual/contingency workers, proper release of ACP & MACP of grade ‘C’ and ‘D’ as per govt. norms, implementation of voluntary retirement scheme in favour of ALCs or their regularization, reservation of 50 percent regular post for contingency/casual workers, reservation of 50 percent of job in NEEPCO, NHPC and other projects under Arunachal Pradesh, establishment of labour bachelor barracks in various districts through the labour welfare board, proper instruction of the department work agency for deposit of 1 percent cess to APB&OCWWB, prevention of keeping government labourers as house servants and other purposes and establishment of workers education centre as Itanagar.
Addressing the mediapersons at Press Club here this evening, INTUC president Kenkar Yomcha with the memorandum submitted to the chief minister yesterday, appealed all the trade unions to collaborate with them to place their grievances to the state government while saying that the CM had asked them to be the bridge between them and all the trade unions of the state.

He directed the administrative officers and District Food and Civil Supplies Officer (DF&CSO) to make strict and regular monitoring of distribution of PDS items. He instructed the DF&CSO to check illegal and unauthorized selling of kerosene in the market and cautioned that anybody found guilty in management of PDS items and illegal selling of kerosene would be dealt strictly.

Handing over the cheques to the proud parents, Tuki appreciated APBOCWWB Chairman Nyamar Karbak for introducing the scheme to extend financial assistance to the children of registered workers. He hoped the initiative will give a great relief to the economically poor parents and their children in pursing higher education.
The chief minister asked the workers to register themselves with the Board and avail the benefits being provided by the Board. He also directed Chief Secretary to direct all the departments to comply with the Building and Other Construction Workers’ Welfare Cess Act, 1996 and deposit 1% cess so that the amount collected can be used for welfare of the workers.
Tuki also handed over cheques amounting to Rs 8,82,000 as death and other statutory benefits to more than 114 beneficiaries.
Secretary of the Board S De Sarkar highlighted about the Board and benefits being provided by it to its registered workers.
The recipients of the financial assistance are Bengia Taha and Tamchi Posi from Koloriang, Tagam Mara, Tage Yama and Yage Timba from Daporijo, Moni Angu and Yaken Karlo from Aalo, Taj Kimin from Ziro, Prakash Lama from Changlang, Avinash Panggam from Yingkiong and Chera Bogi from Papum Pare.
The chief minister also flagged off one ambulance each for R K Mission Hospital, Heema Hospital and Women Police Station Itanagar. He also distributed school kits to the orphanage schools.
Karate players from Arunachal bring glory to country
ITANAGAR, June 27: Five karate players from Arunachal Pradesh representing India at South Asian Karate Championship have won six medals, including four gold bringing glory to the country and the state in particular.
While Sinne Mikhu bagged one gold medal in Senior Men's Team Kumite and one Bronze in Individual Kumite in below 55 kg category, Likha Lej and Raja Yangfo won a gold medal each in Junior Boys below 55kg and Cadet Boys below 57 kg category respectively.
Bamang Yakum bagged one gold medal in Junior Girls below 53 kg category while Yapung Sonam won the Silver in Junior Girls 59 kg category, informed Arunachal Karate Do Association General Secretary L Marik, who was also the Coach of the Indian Team.

ASSA win decider for third place
ZIRO, June 27: All Salang Sports Association (ASSA) won the decider for third place against Dusu Nenchang Club (DNC) in the 47th Dree Football Tournament at Subansiri Stadium here today.

Say no to drugs
Anti Narcotics Day was yesterday observed across the state as part of International Day against Drug Abuse and Illicit Trafficking. It was heartening to read reports about active participation of youths from all over the state to mark the day. Drug abuse has become major threat to youth development in Arunachal Pradesh. Districts like Lohit, Dibang Valley, East Siang along with capital complex are the worst victim of drug abuse. Generations of youths have lost their precious life due to drug addiction. For a state like ours where population density is low, the loss of valuable youths to drug addiction is serious cause of concern.
The main reason of increase in number of drug addicts is easy availability of drug
items in the open market. It is widely believed that drugs are smuggled into state
from neighbouring country Myanmar and also from our neighbouring state Assam. In
some districts, opium and marijuana are grown by the local people. Arunachal government
has failed to check the smuggling route and also miserably failed to stop people

Dear Editor,
Arunachal needs to focus on music. We do not lack talents but training. In every school, from primary level to college level, every musical instruments are provided but it is stored away and are not being used.
Public leaders, school teachers, NGOs, and student union leaders should think over it.
In every school, there should be vocal training as it would be immense pleasure to watch an Arunachalee perform on TV in programme like Indian idol.
Every good and talented artist should be encouraged and inspired.

Learned Professors on deputation to Planning Department
Dear Editor,
In response to the letter written by one M. Doye in Readers’ Forum on 24th June 2014 in The Arunachal Times, titled as “Clandestine activities of government employees”, I would like to share my considerate views and opinion on the issue. The idea of bringing learned professors in the Planning Department, Govt. of Arunachal Pradesh was the brain child of Ankur Garg, the then Secretary, Planning, Govt. of Arunachal Pradesh.
During his charismatic and able leadership as Secretary to Planning Department, the Department has reached its peak and earned good reputation. Till date, Directorate of Planning is regarded as the most transparent directorate in the State.
All these are because of the tireless efforts of the then Secretary, Planning, Ankur Garg.
More than 30 candidates from various backgrounds applied to fill-
After a thorough verification of the past performances and credibility norms of each candidate, all the learned professors who applied for the post were selected to the post of DPO on deputation. Since joining these professors have been working honestly and sincerely for the betterment of the Planning Department and the State.
As the Planning Department is the nerve centre of all governmental activities, it is to be manned by sincere, dedicated, qualified and honest officers.
If we take the case of other States, DPOs are generally manned by senior most State or central pool bureaucrats. But the scenario is quite different in our State. The qualification norm required to be a DPO in our State is post graduate degree in Geography, Mathematics, Statistics or Commerce seems to be quite genuine. In view of qualification norms, most of the professors recruited for manning the Department as DPO on deputation are exceptionally qualified, holding the research degrees (Ph.D and M.Phil).
As a District Planning Officer, a DPO has to perform multidimensional tasks of formulating policies, programmes, strategies, implementation, monitoring and evaluation of schemes / projects in the best interest of the State and its people in the spare of developmental activities.
It is also to mention that absorption of employees brought on deputation after due appraisal of their functioning, is not a new thing and permissible within the government norms.
In past, it has been observed that by the same process, appointments were made in various departments like Tax & Excise, Tourism, Rural Development, Panchayati Raj, Trade & Commerce etc. in our State. It is surprising to note, when the Govt. has acted in right direction, why there has been hue and cry for the absorption of DPOs on deputation from College Services? Absorption of the employees brought on deputation is his/her right and it is a normal process. Therefore, the letter to the Editor as carried in ‘The Arunachal Times’ is highly misleading to the masses and creates unworthy and meaningless controversy. So, in the best interest of the State and the Department, the Directorate of Planning should take initiative to absorb such DPOs on regular basis in the Department. Else the department may go for fresh recruitment through APPSC to maintain access, equity and quality of the personnel and recruitment transparency.

An open letter to ANSU
Dear Editor,
Through your daily, we on behalf of the petty contactors of ST Girls Hostel of Palin Circle under Kurung Kumey District (A.P) would like to draw the kind attention of the All Nyishi Students Union.
As you know villagers have no source of income other then taking up contract work which can be done on community basis in the village. That is why we decided to construct the Hostel Building on community basis taking every family member as beneficiary.
We the innocent village contractors don’t know whether the Hostel Building has been constructed on the basis of DPR or not. Now, it is understood that the building was constructed without following the norms.
We appreciate the issue taken up by ANSU.
We regret that we questioned the motive of the ANSU.
